Homeland Security may use companies to find extremism on social media

The Department of Homeland Security might not rely solely on in-house systems to spot extremist threats on social media. Intelligence officer and initiative leader John Cohen told the Wall Street Journal in an interview that Homeland Security is looking at hiring companies to analyze social networks for signs of impending terrorism and other extremist violence. The department had been studying social media before, but the outside partners would help "dramatically" expand these efforts, Cohen said.

Murmurs of extensive social media scanning first surfaced in May, but there were few details about how it would work. The rumors suggested Homeland Security would focus on alarming trends rather than individual targets, such as brewing extremist movements or threats against specific communities. The aim is to catch the violent rhetoric behind events like the January 6th Capitol riot, which Homeland Security didn't anticipate despite mounting social media activity.

One of the companies involved in discussions is Logically, a firm that uses a mix of AI and human analysis to track online content at a large scale. It was previously involved in a government effort to fight voting misinformation, but here could use publicly accessible social media to spot trouble.

Whether or not Homeland Security can address privacy fears is another matter. Cohen said the department wouldn't use companies to acquire information it was restricted from seeing, and WSJ sources said officials were determined to protect civil liberties. Logically chief Lyric Jain said his company couldn't share personal data for Americans without court orders.

Even so, there are concerns Homeland Security could abuse this private analysis. It could theoretically hold on to content and use the data to pursue unrelated criminal cases or target peaceful political dissent. That could chill free speech by making people afraid to talk about certain subjects in public channels, even if there are no discussions of violent intentions.

Facebook's Oversight Board orders a post criticizing the Myanmar coup to be restored

Facebook's Oversight Board has instructed the social network to restore a post from a user that criticized the Chinese state. According to the board, Facebook mistakenly removed the post for violating its hate speech policy under the belief it targeted Chinese people.

"This case highlights the importance of considering context when enforcing hate speech policies, as well as the importance of protecting political speech," the Oversight Board wrote. "This is particularly relevant in Myanmar given the February 2021 coup and Facebook’s key role as a communications medium in the country."

The user, who appeared to be in Myanmar, posted the message in question in April. The post argued that, rather than providing funding to Myanmar's military following the coup in February, tax revenue should be given to the Committee Representing Pyidaungsu Hlutaw, a group of legislators that opposed the coup. The post, which was written in Burmese, was viewed around half a million times.

Although no users reported the post, Facebook decided to take it down. The post used profanity while referencing Chinese policy in Hong Kong. Facebook's translation of the post led four content reviewers to believe that the user was criticizing Chinese people. 

Under its hate speech rules, Facebook doesn't allow content that targets someone or a group of people based on ethnicity, race or national origins that use “profane terms or phrases with the intent to insult.” The user who wrote the post claimed in their appeal that they shared it in an effort to “stop the brutal military regime.”

The Oversight Board says context is particularly important in this case. The Burmese language uses the same word to refer to both a state and people who are from that state. Other factors made it clear the user was referring to the Chinese state, according to the board.

Two translators who reviewed the post "did not indicate any doubt" that the word at the heart of the case was referring to a state. The translators told the board the post includes terms that Myanmar’s government and the Chinese embassy commonly use to refer to each other. Public comments the board received regarding the case indicated the post was political speech.

The Oversight Board ordered Facebook to restore the post and recommended Facebook ensures "its Internal Implementation Standards are available in the language in which content moderators review content. If necessary to prioritize, Facebook should focus first on contexts where the risks to human rights are more severe."

The company has had a complicated history with Myanmar. In 2018, Facebook was accused of censoring information about ethnic cleansing in the country. It admitted it didn't do enough to stop people from using the platform to incite offline violence and "foment division," following a report it commissioned about the matter.

Soon after the coup, Facebook was temporarily blocked in Myanmar. After it returned, Facebook took steps to limit the reach of the country's military on its platform, and later banned the military outright on Facebook and Instagram.

The Oversight Board previously told Facebook to restore a post from another user based in Myanmar. As with the latest ruling, the board said Facebook misinterpreted the post as hate speech. While it was “pejorative or offensive,” the post didn't “advocate hatred” or directly call for violence.

Twitter is now said to be complying with India's new IT laws

Twitter is now in compliance with India’s new rules which govern IT companies, government lawyers have reportedly told a New Delhi Court. The move, as reported by TechCrunch, may bring to an end a months long battle between the government there and the messaging platform. This has seen the company hire a domestic compliance officer and an executive who can handle grievances from the authorities. The new rules are, broadly, designed to get social media platforms to delete content that officials deem unlawful within 36 hours of being reported and to aid in any subsequent police investigations.

India and Twitter’s relationship has been strained for much of this year, after Twitter refused to block critics of the Modi government. In April, the government threatened to jail Twitter employees unless they removed so-called inflammatory content around the so-called Farmer’s Protests. Shortly after, India successfully got the company to suppress tweets that criticized the company’s response to the COVID-19 pandemic.

Things got worse in May when, as reported by The New York Times, a spokesperson for India’s ruling Bharatiya Janata Party (BJP) tweeted an image purporting to be a leaked document from (rival party) the Indian National Congress. This image, which depicted a plan for opposition leaders to destabilize the government, was widely-retweeted by major political figures. Of course, the image was a fake, and Twitter added a label to the original tweet saying that contained “manipulated media.”

In June, India threatened Twitter with the loss of its legal immunity (similar to Section 230 in the US) from being responsible for the content its users post. In July, those protections were finally withdrawn and Indian officials were quick to file lawsuits — in one example, targeting Twitter’s Indian head, Manish Maheswari, over publication of a map that displayed the disputed territory of Kashmir as a separate country.

DARPA's PROTEUS program gamifies the art of war

The nature of war continues to evolve through the 21st century with conflict zones shifting from jungles and deserts to coastal cities. Not to mention the rapidly increasing commercial availability of cutting-edge technologies including UAVs and wireless communications. To help the Marine Corps best prepare for these increased complexities and challenges, the Department of Defense tasked DARPA with developing a digital training and operations planning tool. The result is the Prototype Resilient Operations Testbed for Expeditionary Urban Scenarios (PROTEUS) system, a real-time strategy simulator for urban-littoral warfare.

When the PROTEUS program first began in 2017, “there was a big push across DARPA under what we call a sustainment focus area, and that included urban warfare,” Dr. Tim Grayson, director of DARPA’s Strategic Technology Office, told Engadget, looking at how to best support and “sustain” US fighting forces in various combat situations until they can finish their mission.

The PROTEUS program manager (who has since departed DARPA), Dr. John S Paschkewitz, “came to the realization that the urban environment is really complex, both from a maneuver perspective,” Grayson said, “but also going into the future where there's all this commercial technology that will involve communications and spectrum stuff, maybe even robotics and things of that nature.”

Even without the threat of armed UAVs and autonomous killbots, modern urban conflict zones pose a number of challenges including limited lines of sight and dense, pervasive civilian populations. “​​There's such a wide range of missions that happen in urban environments,” Grayson said. “A lot of it is almost like peacekeeping, stabilization operations. How do we… help the local populace and protect them.” He also notes that the military is often called in to assist with both national emergencies and natural disasters, which pose the same issues albeit without nearly as much shooting.

“So, if someone like the Marines or some other kind of sustainment military unit had to go conduct operations in a complex urban environment,” he continued, “it'd be a limited footprint. So, [Paschkewitz] started looking at what we refer to as the ‘what do I put in the rucksack problem.’”

“The urban fight is about delivering precise effects and adapting faster than the adversary in an uncertain, increasingly complex environment,” Paschkewitz said in a DARPA release from June. “For US forces to maintain a distinct advantage in urban coastal combat scenarios, we need agile, flexible task organizations able to create surprise and exploit advantages by combining effects across operational domains.”

PROTEUS itself is a software program designed to run on a tablet or hardened PDA and allow anyone from a squad leader up to a company commander to monitor and adjust the “composition of battlefield elements — including dismounted forces, vehicles, unmanned aerial vehicles (UAVs), manned aircraft and other available assets,” according to the release. “Through PROTEUS, we aim to amplify the initiative and decision-making capabilities of NCOs and junior officers at the platoon and squad level, as well as field-grade officers, commanding expeditionary landing teams, for example, by giving them new tools to compose tailored force packages not just before the mission, but during the mission as it unfolds.”

But PROTEUS isn’t just for monitoring and redeploying forces, it also serves as a real-time strategy training system to help NCOs and officers test and analyze different capabilities and tactics virtually. “One of the beauties of [PROTEUS] is it's flexible enough to program with whatever you want,” Grayson said. It allows warfighters to “go explore their own ideas, their own structure concepts, their own tactics. They're totally free to use it just as an open-ended experimentation, mission rehearsal or even training type of tool.”

But for its design flexibility, the system’s physics engine closely conforms to the real-world behaviors and tolerances of existing military equipment as well as commercial drones, cellular, satellite and Wi-Fi communications, sensors and even weapons systems. “The simulation environment is sophisticated but doesn't let them do things that are not physically realizable,” Grayson explained.

The system also includes a dynamic composition engine called COMPOSER which not only automate the team’s equipment loadout but can also look at a commander’s plan and provide feedback on multiple aspects including “electromagnetic signature risk, assignment of communications assets to specific units and automatic configuration of tactical networks,” according to a DARPA press release.

“Without the EMSO and logistics wizards, it’s hard to effectively coordinate and execute multi-domain operations,” Paschkewitz said. “Marines can easily coordinate direct and indirect fires, but coordinating those with spectrum operations while ensuring logistical support without staff is challenging. These tools allow Marines to focus on the art of war, and the automation handles the science of war.”

Currently, the system is set up for standard Red vs Blue fights between opposing human forces though Grayzon does not expect PROTEUS to be upgraded to the point that humans will be able to compete against the CPU and even less likely that we’ll see CPU vs CPU — given our current computational and processing capabilities. He does note that the Constructive Machine-learning Battles with Adversary Tactics (COMBAT) program, which is still underway at DARPA, is working to develop “models of Red Force brigade behaviors that challenge and adapt to Blue Forces in simulation experiments.”

“Building a commander’s insight and judgment is driven by the fact that there’s a live opponent,” Paschkewitz said in June. “We built ULTRA [the sandbox module that serves as the basis for the larger system] around that concept from day one. This is not AI versus AI, or human versus AI, rather there is always a Marine against an ADFOR (adversary force), that’s another Marine, typically, forcing the commander to adapt tactics, techniques, and procedures (TTPs) and innovate at mission speed.”

“PROTEUS enables commanders to immerse themselves in a future conflict where they can deploy capabilities against a realistic adversary,” Ryan Reeder, model and simulation director, MCWL Experiment Division, said in a statement. “Commanders can hone their battlefield skills, while also training subordinates on employment techniques, delivering a cohesive unit able to execute in a more effective manner.

Technically, DARPA’s involvement with the PROTEUS program has come to an end following its transfer to the Marine Corps Warfighting Lab where it is now being used for ADFOR training and developing new TTPs and CONOPS. “My guess is they will mostly use it for their own purposes, as opposed to continuing to develop it,” Grayson said. “The Warfighting Lab is less focused on technology and more focused on our future force, concepts and what are our new tactics.”

Twitter appoints 'grievance officer' to obey India's internet rules

Twitter is scrambling to reassure India and reclaim its liability protections for user-made content. Bloombergreports that Twitter has told an Indian court it appointed grievance and nodal officers to honor new rules demanding local full-time staff to handle handle issues like compliance and law enforcement matters. The court previously claimed Twitter was in "total noncompliance" and had stripped the protections, leaving Twitter legally vulnerable if users posed illegal material.

Police have filed cases against Twitter multiple times based on user actions, including child pornography violations or posting controversial political maps.

The social media giant isn't safe yet. The government will have to determine whether or not the executives put India in compliance with the rules. Another hearing is due on August 10th. Companies like Facebook, Google and Telegram have already complied the requirements.

Twitter has had a fractious relationship with the Indian government. The social media giant refused to block critics of the Indian government after officials threatened to arrest employees in early February. Accordingly, India ordered Twitter to pull criticism of its pandemic response after COVID-19 cases surged in April. The alleged rule violations just represented an escalation of already-high tensions in that regard. Not that Twitter has much choice but to comply — leaving the Indian market would deliver a serious blow to its business while having little impact on censorship in the country.

Senate report warns of glaring cybersecurity holes at federal agencies

Several US federal agencies are unprepared to protect the personal information of everyday Americans should they become the target of a cyberattack, according to a new report put together by the Senate Homeland Security Committee. The panel found that out of eight federal bodies, including the departments of State, Transportation and Education, only Homeland Security complied with the Federal Information Security Modernization Act (FISMA), an Obama-era law Congress passed to enable the US government to better respond to online threats.

"All agencies failed to comply with statutory requirements to certify to Congress they have implemented certain key cybersecurity requirements including encryption of sensitive data, least privilege and multi-factor authentication," the report said.

As The Record points out, one of the more glaring oversights the panel found was that the State Department left thousands of employee accounts on its classified and unclassified networks active even after those individuals left the agency. In another particularly worrisome example, the Department of Agriculture had vulnerabilities on its websites that it wasn't aware of. What's more, at least seven of the eight agencies the panel audited were using outdated and unsupported IT systems, leaving them vulnerable to attacks. "It is clear that the data entrusted to these eight agencies remains at risk," the report said.

"From SolarWinds to recent ransomware attacks against critical infrastructure, it's clear that cyberattacks are going to keep coming," Senator Rob Portman, the panel's top Republican, said on Twitter. "It is unacceptable that our own federal agencies are not doing everything possible to safeguard America's data. I am concerned that many of these vulnerabilities have been outstanding for the better part of a decade — the American people deserve better."

Among other recommendations, the report highlights the need for a single agency to oversee federal cybersecurity. To that end, the panel suggests Congress update the Federal Information Security Modernization Act to make the law better reflect current cybersecurity practices and establish the Cybersecurity and Infrastructure Security Agency as the federal lead for those types of issues. It also recommends amending FISMA to require agencies to notify both CISA and, in some instances, Congress when they become entangled in a major incident.

Amazon violated US labor laws in Alabama union vote, labor official rules

A National Labor Relations Board (NLRB) officer has recommended that workers at an Amazon warehouse in Bessemer, Alabama hold a new election because Amazon broke US labor laws, the New York Times has reported. It's still only a preliminary ruling, but provides hope that workers may still be able to join the Retail, Wholesale and Department Store Union (RWDSU).

Last April, worker's at the fulfillment center voted against unionization by a margin of more than two to one. Following the vote, however, the RWDSU alleged that Amazon won because it “interfered” with the rights of its employees "to vote in a free and fair election; a right protected under Section 7 of the National Labor Relations Act."

The RWDSU filed 23 objections in total, including one complaint that Amazon had a ballot collection box installed in an employee parking lot “without authorization” from the NLRB’s regional director. It noted that the box was placed under the view of Amazon security cameras, creating "an impression of surveillance."

The NLRB officer sided with the union, saying Amazon violated US labor laws. "Throughout the NLRB hearing, we heard compelling evidence how Amazon tried to illegally interfere with and intimidate workers as they sought to exercise their right to form a union," said union president Stuart Appelbaum in a statement. "We support the hearing officer’s recommendation that the NLRB set aside the election results and direct a new election."

Amazon, however, said it would dispute the decision and take steps to ensure that the initial vote held. "Our employees had a chance to be heard during a noisy time when all types of voices were weighing into the national debate, and at the end of the day, they voted overwhelmingly in favor of a direct connection with their managers,” an Amazon spokesperson said in a statement. “Their voice should be heard above all else, and we plan to appeal to ensure that happens.”

The decision doesn't yet have any legal force until a full ruling is made by the NLRB's acting regional director, something that could take up to a month. During that time, parties will be able to file exceptions. 

Since the Bessemer vote, Amazon's situation has caught the attention of the Teamsters union, which created a special division to focus on organizing Amazon's delivery drivers. Amazon has been criticized for the working conditions of drivers and warehouse workers alike, along with its union-busting efforts that were exposed in a New York Times report earlier this year. 

Pentagon believes its precognitive AI can predict events 'days in advance'

The US military's AI experiments are growing particularly ambitious. The Drivereports that US Northern Command recently completed a string of tests for Global Information Dominance Experiments (GIDE), a combination of AI, cloud computing and sensors that could give the Pentagon the ability to predict events "days in advance," according to Command leader General Glen VanHerck. It's not as mystical as it sounds, but it could lead to a major change in military and government operations.

The machine learning-based system observes changes in raw, real-time data that hint at possible trouble. If satellite imagery shows signs that a rival nation's submarine is preparing to leave port, for instance, the AI could flag that mobilization knowing the vessel will likely leave soon. Military analysts can take hours or even days to comb through this information — GIDE technology could send an alert within "seconds," VanHerck said.

The most recent dry run, GIDE 3, was the most expansive yet. It saw all 11 US commands and the broader Defense Department use a mix of military and civilian sensors to address scenarios where "contested logistics" (such as communications in the Panama Canal) might pose a problem. The technology involved wasn't strictly new, the General said, but the military "stitched everything together."

The platform could be put into real-world use relatively soon. VanHerck believed the military was "ready to field" the software, and could validate it at the next Globally Integrated Exercise in spring 2022.

The advantages of this predictive AI are fairly clear. Instead of merely reacting to events or relying on outdated info, the Pentagon could take proactive steps like deploying forces or ramping up defenses. It could also provide an "opportunity" for the civilian government, VanHerck added. He didn't provide examples, but this could help politicians call out acts of aggression while they're still in the early stages.

There are still limitations. The AI is looking for out-of-the-ordinary clues, such as a greater number of parked cars or aircraft. It can't say for certain what's happening — humans will still be heavily involved. Even so, the tech could be worthwhile if it prevents a 'surprise' attack or leads to negotiations instead of conflict.

China plans to build the first 'clean' commercial nuclear reactor

Are you intrigued by the possibility of using nuclear reactors to curb emissions, but worried about their water use and long-term safety? There might be an impending solution. LiveSciencereports that China has outlined plans to build the first 'clean' commercial nuclear reactor using liquid thorium and molten salt.

The first prototype reactor should be ready in August, with the first tests due in September. A full-scale commercial reactor should be ready by 2030.

The technology should not only be kinder to the environment, but mitigate some political controversy. Conventional uranium reactors produce waste that stays extremely radioactive for up to 10,000 years, requiring lead containers and extensive security. The waste also includes plutonium-239, an isotope crucial to nuclear weapons. They also risk spilling dramatic levels of radiation in the event of a leak, as seen in Chernobyl. They also need large volumes of water, ruling out use in arid climates.

Thorium reactors, however, dissolve their key element into fluoride salt that mostly outputs uranium-233 you can recycle through other reactions. Other leftovers in the reaction have a half-life of 'just' 500 years — still not spectacular, but much safer. If there is a leak, the molten salt cools enough that it effectively seals in the thorium and prevents significant leaks. The technology doesn't require water, and can't easily be used to produce nuclear weapons. You can build reactors in the desert, far away from most cities, and without raising concerns that it will add to nuclear weapon stockpiles.

China is accordingly building the first commercial reactor in Wuwei, a desert city in the country's Gansu province. Officials also see this as a way to foster China's international expansion — it plans up to 30 in countries participating in the company's "Belt and Road" investment initiative. In theory, China can extend its political influence without contributing to nuclear arms proliferation.

That might worry the US and other political rivals that are behind on thorium reactors. The US-based Natrium reactor, for instance, is still in development. Even so, it might go a long way toward fighting climate change and meeting China's goal of becoming carbon neutral by 2060. The country is still heavily dependent on coal energy, and there's no guarantee renewable sources will keep up with demand by themselves. Thorium reactors could help China wean itself off coal relatively quickly, especially small-scale reactors that could be built over shorter periods and fill gaps where larger plants would be excessive.

FTC votes to fight back against right to repair restrictions

The US Federal Trade Commission has voted unanimously to tackle unlawful repair restrictions. In a policy statement published on Wednesday, the agency said it plans to devote additional resources to enforcing existing laws, such as the Magnuson-Moss Warranty Act, that protect small businesses and consumers from companies that would prevent them from fixing on their own products they purchased. In doing so, the FTC will take a five-part approach to the problem that will involve it collecting comments and complaints from the public, as well as working more closely with state law enforcement and policymakers to update existing regulations.     

"These types of restrictions can significantly raise costs for consumers, stifle innovation, close off business opportunity for independent repair shops, create unnecessary electronic waste, delay timely repairs, and undermine resiliency," recently confirmed FTC Chair Lina Khan said. "The FTC has a range of tools it can use to root out unlawful repair restrictions, and today’s policy statement would commit us to move forward on this issue with new vigor." 

The policy statement follows a July 9th executive order in which President Biden directed the FTC to tackle "unfair anti-competitive restrictions on third-party repair or self-repair of items" imposed by "powerful manufacturers" in the farming and technology industries. With Wednesday's announcement, the FTC didn't name any specific companies it will target as part of any enforcement action. However, a company like Apple is likely to be top of mind for the agency. The tech giant has consistently lobbied against state-level right to repair legislation, claiming those laws would put consumers at risk.        

Right to repair advocates were quick to praise the announcement. "The FTC sets the tone for the nation’s commerce. For too long, manufacturers have been bullying consumers and driving local repair shops out of business," iFixit CEO Kyle Wiens said in a blog post the company published following the policy announcement. "This landmark new policy changes that. There’s a new sheriff in town."
